What Xcel told contractors
On October 9, Xcel's trade management team sent a notice to its Colorado contractor network. The short version: rebate applications for heat pumps and heat pump water heaters have come in faster than the 2026 budget allows, and Xcel has not yet gotten approval from the Public Utilities Commission to spend beyond it.
If that approval does not arrive by October 19, 2026, Xcel will temporarily stop paying heat pump and heat pump water heater rebates in its Residential HVAC, Multifamily, Whole Home Efficiency, and Commercial HVAC programs. The rules during a pause:
- Applications are still accepted. Contractors keep submitting completed applications as usual.
- Anything not paid in 2026 is processed in January 2027 and paid as soon as possible after that.
- You get the amount in effect when you applied. Projects installed and invoiced before October 1 with applications in by October 15 keep the earlier amounts ($2,250 per heating ton for cold climate), even if the check comes in 2027. Projects invoiced on or after October 1 get the current amounts ($1,500 per heating ton).
- Normal processing resumes when the 2027 rebate program opens.

Xcel has not posted this on its website as of October 9. The notice went to trade partners, and Xcel said it will share updates as it has them.
Why the money ran out
Xcel's rebate programs run on a yearly budget approved by the Public Utilities Commission. Heat pump demand in Colorado has outrun the number Xcel planned for. The October 1 bonus cut was the first attempt to stretch the remaining money through year end. This is the second.
Xcel says it is still asking stakeholders and the Commission to let it move funds and keep paying. As of the notice, it had not gotten the support it needs. So the October 19 date is a deadline for a regulatory decision, not a date Xcel chose on its own.
What it means for you
If you install with UniColorado, nothing changes. We apply the Xcel rebate as a discount on your invoice and file the application ourselves. You pay the net price on install day, and we wait for Xcel, however long that takes. The same goes for installs already done this year.

If you are waiting on a check directly from Xcel, for a heat pump or heat pump water heater installed this year, expect it in 2027 rather than the usual couple of months. The amount does not shrink. The application you already submitted is paid at the rate that applied when you sent it.
If you are planning an install, the rebate is still real and still worth the same as it was last week. What changed is when Xcel writes the check, and with us that is not your problem. The bigger risk is the one we flagged on October 1: Xcel's program terms let it change amounts at any time, and a program this far over budget is one to watch.

What is not affected
The pause covers heat pump and heat pump water heater rebates only. Xcel listed what keeps paying on the normal schedule:
- Furnace, boiler, and evaporative cooler rebates
- Insulation and air sealing rebates
- Income-qualified offerings
- The Aurora F-3 project, the Mountain Energy Project, and the Pearl Street Mall project

What it means for the industry
This will be hard on contractors. Many of us, UniColorado included, take the Xcel rebate off the invoice and wait to be reimbursed. That wait is normally a couple of months. A pause pushes every application from mid-October onward into 2027, and the money sits with the contractor the whole time.
Expect some companies to stop discounting the rebate upfront, to ask you to file and wait for the check yourself, or to raise prices to cover the gap. If you are comparing quotes this fall, ask each contractor one question: is the Xcel rebate coming off my invoice, or am I waiting for Xcel?

The October 20 match still stands
On October 1 we started matching a portion of the bonus Xcel cut for eligible customers whose estimates are issued and signed by October 20, 2026. That offer is funded by our suppliers, not by Xcel, so the October 19 decision does not change it. The deadline is the deadline either way.
