The Home Efficiency Rebate (HER) program provides up to $16,000 for whole-home energy efficiency upgrades in manufactured/mobile homes and large multifamily buildings. Funded by the Inflation Reduction Act through the Colorado Energy Office. Not yet open for applications.

What is the HER Program?

The Home Efficiency Rebate (HER) program provides incentives for whole-home energy efficiency improvements in manufactured/mobile homes and large multifamily buildings (50,000+ sq ft). Unlike HEAR, which covers individual appliance upgrades in single-family homes (expanding to other home types), HER rewards comprehensive projects that reduce total energy consumption by 20% or more.
The program is funded with $56M from the federal Inflation Reduction Act through the Colorado Energy Office. It is expected to launch in Q1 2026. The application portal is not yet open.

HER Rebates for Manufactured/Mobile Homes
Manufactured and mobile home owners can receive substantial rebates for whole-home efficiency upgrades. Amounts depend on household income and the energy savings achieved by the project.

HER Rebates for Large Multifamily Buildings
Owners and operators of multifamily buildings 50,000 square feet or larger can receive per-unit rebates for whole-building efficiency improvements. At least 50% of households in the building must meet the income requirements to qualify.

HER vs. HEAR: Which Program Applies to You?
Colorado has two major rebate programs funded by the Inflation Reduction Act. They serve different building types and project scopes:

- HEAR (Home Electrification and Appliance Rebate) - individual appliance upgrades for single-family homes. Available now for income-qualified households under 150% AMI.
- HER (Home Efficiency Rebate) - whole-home efficiency projects in manufactured/mobile homes and large multifamily buildings (50,000+ sq ft) only. Requires 20%+ total energy savings. Not yet launched.
Most single-family homeowners should focus on HEAR, which is available now. If you live in a manufactured or mobile home, you may eventually qualify for both programs - HEAR for individual equipment and HER for whole-home improvements.
What Upgrades May Qualify?
HER focuses on whole-home energy efficiency. The following measures are expected to qualify when combined to achieve 20%+ total energy savings:

- Insulation upgrades - attic, wall, basement, and crawl space to reduce heat loss
- Air sealing - gaps, cracks, and leaks to prevent infiltration
- High-efficiency HVAC - Energy Star heat pumps, air conditioners, or furnaces
- Heat pump water heaters - Energy Star certified models
- Windows and doors - double- or triple-pane windows and insulated doors
- Duct sealing and replacement - efficient airflow, reduced energy loss
- Smart thermostats and home energy management systems
Can HER Stack with Other Programs?
Final stacking rules have not been published. Based on the program framework, HER rebates are designed to complement existing programs:
